China's four-point formula to advance women's all-round development

BEIJING, 13 Oct 2025: Xi framed the proposals as a call to build broader consensus and practical pathways, highlighting the importance of creating supportive environments where women can thrive. The first proposal stresses the essential foundation of peace and stability for women's development, noting that progress is impossible amid war, conflict, poverty, or natural disasters.

Xi urged enhanced protection for women and girls in such regions, recognizing their critical roles in conflict prevention and community reconstruction. He also called for stronger mechanisms to combat violence against women, committing to resolute action against all such abuses.

In his second proposal, Xi focused on generating sustained momentum for the high-quality development of women's causes worldwide. He pointed out persistent disparities and inadequacies in women's development and urged efforts to ensure that all women can equally reap the benefits of economic globalization.

Xi highlighted the importance of leveraging scientific and technological innovation to empower women’s growth, specifically encouraging greater female participation in advancing green development and sustainable practices.

"Their all-round development is achieved under the prerequisite of peace and tranquility," Xi said.

The third proposal addresses the need to strengthen governance frameworks to protect women’s rights and interests more effectively. Xi advocated for improved institutional and legal measures, alongside concrete and accessible policy actions.

He emphasized increasing the availability of quality health and education services targeting women, fostering an inclusive social atmosphere free from discrimination and bias, and expanding women’s involvement in political and social governance. Xi urged society to fully embrace gender equality as a foundational value and behavioral norm.

Finally, Xi called for renewed global cooperation to promote women's empowerment and influence in international governance. He stressed supporting women’s substantive roles and benefit-sharing within global governance systems and reaffirmed China’s support for the UN’s central role in this agenda.

Xi encouraged the UN to prioritize the needs of women in developing countries and to facilitate extensive cooperation platforms enabling women from all nations to connect and collaborate.

Through these detailed proposals, President Xi Jinping outlined a multifaceted strategy that combines peace-building, economic inclusion, legal protections, social equality, and global partnership, aiming to create tangible progress toward gender equality and women's sustainable development worldwide.
